Any chest in the open world, including jumping puzzle and mini-dungeon chests award from 2-9 Fragments. In most cases, characters must be level 80 to receive Empyreal Fragments from chests. Dungeons and some jumping puzzle chests (primarily those in level 80 zones, such as at Searing Ascent) award fragments regardless of level.
